Mel Becena

Tactical U Training Director:

Mel served more than 20 years in the United States Army Special Operations community in numerous operations, intelligence, and security positions.  As a Special Forces Detachment Operations Sergeant he served as an operator and primary planner for counter-terrorism response operations.  He was also attached to the Central Intelligence Agency (CIA) for period of time in support of on-going operations in the CENTCOM and SOUTHCOM AORs.

While assigned to Company C, 3rd Battalion, 7th Special Forces Group he served as Assault Team Leader at Detachment and Company levels on classified counter-terrorism missions and operations in the SOUTHCOM AOR. He additionally conducted Low Level Source Operations and Defensive Source Net intelligence operations in support of unit deployment and operations in high threat areas. He also trained, assisted and advised Latin American Tier One forces actively engaged in counter-terrorism, counter-insurgency and counter-narcotics operations and in the preparation and conduct of crisis management and counter terrorism contingency plans and operations.

While assigned to the United States Military Group, El Salvador, he served as the only U.S. advisor to a Salvadoran battalion size unit engaged in counterinsurgency operations, providing operational advice, planning, intelligence, and training assistance.  As a Senior Instructor/Doctrine Developer. U.S. Army, John F. Kennedy Special Warfare Center and School, Fort Bragg, NC. he planned, organized, taught and conducted high-risk, live-fire terrorism counteraction training for more than 240 special operations forces students annually.  He also developed and authored Army Field Manuals 31-20-3, Foreign Internal Defense, and 31-20-2, Unconventional Warfare for Special Operations and Army-wide dissemination. 

Following his military career Mel served as the Security Manager for Visa International Latin American and Caribbean, where he directed and coordinated the business continuity and corporate security functions of Visa's U.S. headquarters, and sub-regional offices located throughout South and Central America. Mel was subsequently appointed the Director of Security for Broward County's Port Everglades one of the nation's largest seaports serving the passenger cruise, cargo, and petroleum shipping industries.  As the port's Security Director, he directed a variety of complex programs, projects, and activities relating to security administration, compliance, and customer/stakeholder relations.  Mel also served as a member of the Organization of American States (OAS) International Ship and Port Facility Security Code (ISPS) Technical Assistance Team. He has been a key presenter at several security conferences on the issues of security drills and exercises, training, compliance, and maritime terrorism.

Mel received his Bachelor's Degree in Political Science from Methodist College in Fayetteville, NC and Master's degrees in Organizational and Business Security Management from Webster University of Saint Louis, Missouri. 
Mel's service awards include the Combat Infantry Badge, Master Parachutist Badge, Ranger Tab, and the Office of Strategic Services (OSS) Award of Excellence for a Special Operations Mission.

  • More than 20 years in the United States Army Special Operations community.
  • Assault Team Leader and Detachment Operations Sergeant on sensitive counter-insurgency and counter-terrorism missions and operations in high-threat overseas areas.
  • Advised and assisted allied and partner nations military and law enforcement forces in the planning and execution of counter-insurgency and counter-terrorism missions.
  • Trained allied and partner nation law enforcement and military forces in Close Quarter Battle, advanced marksmanship, small unit tactics, and intelligence operations.
  • For the last five years a full-time instructor on Force-on-Force, Close Quarter Battle, and Advanced Marksmanship with a Federal agency training law enforcement officers in terrorist counteraction and counter-narcotics operations.
