Legal Requirements for Foreign Nationals Training with Tactical U
Foreign nationals are permitted to train with firearms in the United States under specific federal rules. This page outlines the complete legal process for international students, private security personnel, executive protection teams, and foreign civilians seeking firearms instruction with Tactical U in Florida.
This is a permanent resource page designed for clarity, compliance, and search visibility.
Federal law restricts firearm possession by non-immigrant foreign nationals unless they qualify for an approved exemption. Tactical U uses the simplest and most reliable exemption available: obtaining a valid U.S. hunting license.
The hunting license is not related to hunting activities. It is simply the federal mechanism that allows a foreign visitor to legally handle a firearm during their stay.
This page explains:
You may participate in firearms training if:
Visitors entering under the Visa Waiver Program (ESTA) are not permitted to handle firearms and are therefore not eligible for training.
ESTA is part of the U.S. Visa Waiver Program, which allows citizens of certain countries to enter the United States for short stays without obtaining a formal visa.
ESTA is not a visa.
Individuals entering under ESTA are classified as Visa Waiver Program entrants and do not meet federal requirements for firearm possession.
Under federal law (18 U.S.C. § 922), a non-immigrant foreign national may only handle firearms if they:
ESTA travelers bypass the visa screening process and therefore do not meet the criteria to legally possess or handle firearms.
Foreign students must enter with a B1/B2 or another valid visa category to participate in training.
A non-immigrant foreign national may not possess or use a firearm in the United States unless they qualify for an exemption. Tactical U accepts students under the following exemption:
A valid U.S. hunting license authorizes a foreign national to legally possess and use a firearm while temporarily in the United States.

Tactical U provides all firearms, ammunition, and equipment required for training.
Tactical U operates primarily as a civilian firearms training provider in Florida. Our standard courses are civilian programs and are not professional credentials for employment inside or outside the United States.
As a Florida-licensed Class “K” firearms instructor, Tactical U is authorized to provide and certify training for Florida Class “G” statewide firearms license applicants and renewals, in accordance with applicable Florida law and regulatory requirements. This security-related certification authority is limited to the State of Florida and does not extend to foreign jurisdictions.
Tactical U may also provide specialized training or evaluations to United States law-enforcement agencies, military units, or governmental organizations when formally contracted to do so. In those cases, Tactical U operates under the authority and standards of the requesting U.S. agency and may deliver training beyond the scope of its civilian curriculum.
Foreign Agencies & ITAR Requirements
Tactical U does not provide training to foreign military, police, government security organizations, or foreign corporate protection teams unless the training is fully authorized under the International Traffic in Arms Regulations (ITAR).
If a foreign organization seeks to hire Tactical U, that organization is solely responsible for securing all required ITAR approvals through the U.S. Department of State before any training can occur. Tactical U does not submit ITAR applications on behalf of foreign agencies and will not proceed without written verification of approved authorization.
All international training is conducted at Tactical U’s authorized Florida facilities.
